A. Background

The Alberta Gaming and Liquor Commission (AGLC) is a Crown commercial enterprise and agent of the Government of Alberta. We are governed by the province’s Gaming and Liquor Act (1996), Gaming and Liquor Regulation (1996) and related policies. We conduct and manage provincial gaming (including lotteries, vlts, casino gaming terminals and racing entertainment centres), and regulate liquor and charitable gaming activities in the province.

Alberta has adopted the charitable gaming model for bingo, casino games, pull tickets and raffles. Independently operated bingo facilities offer bingo that is conducted by eligible charitable and religious organizations under the authority of an AGLC bingo license. Casino facilities are licensed by the AGLC with the casino operator providing the facility, materials, and expertise, and charity provides the volunteers. The AGLC conducts and manages ticket lotteries as a joint enterprise with Saskatchewan and Manitoba through the Western Canadian Lottery Corporation (WCLC). Video Lottery Terminals located in age-restricted, liquor licensed venues under a video retailer agreement, are conducted and managed by the AGLC. Horse Racing Alberta (HRA) is a private, not-for-profit corporation responsible for issuing racing licenses for all horse racing in Alberta, while the AGLC is responsible for the licensing of all racing entertainment centres located at racetracks.
