A. Background

The Gaming Control Act (2008) established two separate government entities with responsibilities for gaming in New Brunswick: 1) the New Brunswick Lotteries and Gaming Corporation (NBLGC), and 2) the Gaming Control Branch (GCB) of the Department of Public Safety.

The NBLGC is responsible for the conduct and management of provincial gaming, and the development and implementation of the Province's responsible gaming policy.  It acts as New Brunswick's shareholder in the Atlantic Lottery Corporation (ALC) and manages provincial gaming through agreements with its service providers.  The GCB is responsible for the regulation and control of provincial gaming, as well as the licensing and regulation of charitable gaming in the Province.

The ALC is the operator of the ticket lottery program and the VLT program.  Great Canadian Gaming (New Brunswick) Ltd. is the casino gaming operator and owner of Casino New Brunswick, located in Moncton.  Grey Rock Entertainment Center Inc. is the casino gaming operator and owner of the Grey Rock Casino, located on the Madawaska Maliseet First Nation
