D. First Nations Operational Role

First Nations casino gaming is conducted through a Gaming Framework Agreement (1995, 2002) between the Province of Saskatchewan and the FSIN. The FSIN created SIGA in 1995 as a non-profit corporation in order to carry out its casino gaming operation interests through a Casino Operating Agreement with SLGA.

Effective April 2007, IGR became responsible for licensing and regulating charitable gaming on most First Nations reserves in Saskatchewan (i.e., bingo, break open tickets, raffles, poker tournaments, and table games at SIGA casinos) in accordance with a Licensing Agreement signed with SLGA.  In 2015, IGR was authorized through The Alcohol and Gaming Regulation Act, 1997 and a Regiatration Agreement between IGR and SLGA to register on-reserve charitable gaming employees.  IGR began processing registrations in 2016.
